Education and Training

RDC’s expansion into the Education Sector began in the late 1990s when the Government of Sri Lanka had began a series of reforms in the Secondary Education Sector. With the firm’s wide expertise in benefit evaluation and strong team of consultants, RDC was awarded the contract to evaluate the four year program in secondary education development that aimed to provide equitable access to quality secondary education with improved curricular, teaching materials and teacher education. The expertise that evolved from this experience was harnessed to review the entire system to carry this initiative forward to a secondary education modernization program funded through an ADB technical assistance.

Since then RDC has carried out several assignments relating to education and training program design analysis to ensure relevance, efficiency, effectiveness, impact and sustainability of key components. In addition to education program design, project inputs have included implementation and evaluation spanning secondary education, tertiary education, distance education, skills development, and technical and vocational training. Today RDC’s expertise in the sector includes:

RDC gained experience in the technical and vocational training sector having been involved in the ADB loan program for Skills Development in Sri Lanka during 2002-04. This program aimed to set in place a Competency Based Training (CBT) system to ensure closer partnership between the Vocational Training Institutions and Industries to bring about a much needed restructure and reorientation of the vocational training system in the country. This was a pioneering initiative and a high mark in the vocational skills improvement efforts in Sri Lanka. RDC further enhanced its capability in the technical and vocational education sector through implementation of projects for rural enterprise promotion (see RDC sector profile on Enterprise and Credit). Advancing its knowledge and familiarity with service delivery in this sector the firm strengthened its expertise by formulating improvements to the operations of tertiary and vocational training agencies to better manage and focus their services.
