ADB Loan Nos. 2043 / 2044 – SRI - Conflict Affected Area Rehabilitation Project (CAARP) Component A – Rehabilitation of National Highways in the Northern & Eastern Provinces – Construction Supervision

As the decades long armed conflict in the North & East has left the existing roads in that region badly dilapidated, the GOSL requested funding from the ADB in order to bring important sections of the national highway network into a condition that would enable access to be restored to critical towns in the North and East. It was decided to rehabilitate about 700 kms of “A” and “B” class roads in the North & East. Rehabilitation of the sections in A9 highway linking Colombo with Jaffna through Vavuniya and Kilinochchi (which is presently being upgraded under the ADB funded Third Roads Improvement Project) was considered most important. Also considered important were the highways linking the A9 with district capitals, including Murunkan – Chillawathura, MMT road section from Cheddikulam to Mannar road (A 14), Horowpothana – Vavuniya road, Paranthan – Poonakary road, The project covered major causeway, some of bridges and roads in Jaffna peninsula. Roads in Eastern Province rehabilitated under this project are Trincomalee – Pulmuddai road, Akkaraipaththu – Sangamam road Ambalanthurai – Weramuni road, Jaffna – Point pdro road including causeways and bridges on these roads
